I have never put it in for one...I dont know anything about those lands...

Sure you do. It's the public hunting land, paid for by hunters, but reserved for the DCNR elite.
It's not available for the people who bought it, except by lottery, run by the elite.

How was the turkey hunt on portland? got drawn for 4 22 this yr
